They only ask you to use that ability multiple times to level up. Mod Tokens vary depending on the skill you apply them to. You have three options, including things like damage, elemental resistance, and stagger while using the ability. You can only apply a mod token to one ability at any time, but you can have a mod token on all available abilities, even if both are damaged, for example.
How to Get Mod Tokens
Getting Mod Tokens is very easy.
