Article 164 of the Indian Constitution deals with the Governor’s appointment of the Chief Minister and other Ministers. The governor is the legal head of state, but the executive power is in fact vested in the governor. Simply put, the Chief Minister of India is the head of government.
In 1947, following India’s independence from the British Empire, the Travancore and Cochin monarchs formed a representative government, headed by a prime minister and a council of ministers. On July 1, 1949, Travancore and Cochin were merged into the State of Travancore-Cochin. Malabar District and the Kasaragod region of South Canara, which together make up more than half of present-day Kerala state, had their representatives in the Legislative Assembly of Madras.
On 1 November 1956, with the implementation of the State Reorganization Act, present-day Kerala was created by merging the regions of Cochin, Malabar and Travancore and the Kasaragod region in South Canara. Since then, the country has been run by twelve ministers.

According to sources, he was diagnosed with cancer and died during treatment. Oommen Chandy is 79 years old.
