Safe in the city center — 9 left — 3 right — 7 left
This safe is located across from the pharmacy in the beginning part of town. The pharmacist, now suffering from an infection, left his journal behind, listing where to find the combination to his safe. He mentions his Aqua Cure Queen knowing the safe combination. He means the poster hanging in his pharmacy. In the safe you will find a red dot sight extension for your gun. This addition makes fighting the undead, and ultimately Nemesis, much easier.
West office safe — 9 left — 15 right — 7 left
This combination is an Easter egg from Resident Evil 2. Players with extraordinary memories won’t need to look for this one. However, if you haven’t played the predecessor (or have forgotten), the combination is found on the ground floor of the police station in the report in the safe room. The safe is located in the west office on the 1F in the lower left part of the room. Inside, players will find one of six Hip Pouches scattered throughout Raccoon City. Hip Pouch increases Jill and Carlos’ inventory.
Safe in nurses’ station — 9 left — 3 right
For one reason or another, this safe only has a two-digit combination. Maybe it was re-entered by another party? Someone trying to get in at the last minute? Anyway, you can find this combo while playing as Carlos in the hospital operating room on 1F. Go to the nurses station on 2F to find a safe in the lower right corner of the room. Inside you’ll find a Duel magazine upgrade for your assault rifle.

Shower cabinet — CAP
This locker is located in the shower room of the police station and is another callback Resident Evil 2. In case you forgot, you’ll find the code on the white board in the Operator’s Room on 1F. The shower room is in the upper left corner of the 2F. Inside the cabinet you will find a flash light.
Closet in the hallway of the police station — DCM
Once again, we have a callback Resident Evil 2. The locker is at the left end of the hallway on the 3rd floor of the police station. If you are looking for the code, it is on the board in the Safty Deposit Room on the 1F. Inside you’ll find assault rifle ammo.
