associated with “discreet” or “fictional”?

French Prime Minister François Fillon and his former deputy Marc Joulaud, who had employee Penelpe Fillon as a collaborator while they were Sarthe members, are being prosecuted for “abuse of public funds” for a “fictitious or overestimated” benefit. Penélope Fillon for complicity and concealment of this crime.

Was this work real or fictional? “Concrete evidence” is almost non-existent, the Welshman was granted before the court, which even dissected his activities in detail, the most insufficient evidence to try to establish their consistency and whether they deserved the salaries received, 613,000 euros of net public money for three contracts between 1998 and 2013.

But for the defence, Penelope Fillon, who started working for her husband in 1981 and had her own local plan and messenger, was her husband’s “relief” and “eyes and ears” in the constituency, a vital asset in François Fillon’s career.

For the national finance parliamentarian, on the other hand, Penelope Fillon was only “the wife of a politician of national importance”, and her activity was so “incorporeal” that she could not give concrete examples.

Penélope Fillon, who never stopped looking for her “discretion”, assured that “she always worked in the background, under observation”. In an interview with the Sunday Telegraph in 2007, she said that she had “never really been” her husband’s assistant “or anything like that”. This mother of five lamented when she was not perceived as a “mom” despite her titles… statements she painstakingly tried to explain away. As for her contract with Marc Joulaud, which François Fillon “imposed” on her assistant, “she earned more and worked less,” the prosecution said.

At the hearing, François Fillon also defended the reality of the work of his two eldest children, Mary and Charles, successively employed as a parliamentary assistant, from 2005 to 2007, while he was Senator for Sarthe. The salaries received are measured at 117,400 euros. In this window, the PNF is subject to a discretionary evaluation by the court.

A literary adviser is equally discreet

Was the use of Ms. Fillon’s “literary adviser” for the Revue des deux mondes, owned by billionaire Marc Ladreit de Lacharrière, a friend of thirty years of François Fillon, also “completely fabricated”? In the bar, Penélope Fillon -continued as her husband for complicity and cover-up of the misuse of public assets- tried to convince them of reality.

Neither the director of the magazine nor his employees were aware of this work, along with a “generous” salary (a total of 135,000 euros between 2012 and 2013), “strategic advice” to restart the title. No written traces have been preserved.

Two notes on reading by Penelope Fillon were published in the journal in the fall of 2012, and research was found for a dozen other forms of reading. Claiming that she was “underemployed”, Penelope Fillon finally resigned in December 2013 from this job, that she was linked to a new contract as a parliamentary assistant to her husband, an elected member of parliament in Paris, and to continue her studies.

In a separate process, the billionaire found a partially fictitious job and was sentenced in December 2018 to eight months in prison and a fine of 375,000 euros for misuse of a social asset.

“forgotten” credit

The prosecution also wanted François Fillon to be sentenced for not reporting a loan of 50,000 euros that Marc Ladreit de Lacharrière had granted him in 2012. That loan, intended to finance the renovation of his house, was repaid after the opening of the case.
