In its judgment, the ECHR considers that “the ‘reporting for suspicion of abuse’ to the director of the school in June 2008 triggered the positive obligation of the State to undertake investigations” and notes that “the measures taken by the authorities between the time of the sighting and the death of the child were not sufficient to protect (the child) of the serious abuse of his parents”.

“State Responsibility”
