The Paris prosecutor’s office opened a preliminary investigation last December into the omissions observed in the declaration of interests of the former “Mr. Retreat”.
The house of the former high commissioner for pensions Jean-Paul Delevoye in Bapaume (Pas-de-Calais) was searched on Tuesday morning as part of an investigation into the breach of his declaration of interests, which led to his resignation in December, we learned this Tuesday from several sources, the Paris prosecutor’s office confirmed.
The search was carried out “in the morning and finished,” a source close to Jean-Paul Delevoye, who was mayor of Bapaume for 30 years, told AFP. This is the subject of a preliminary investigation opened on December 19 by the Paris prosecutor, which was taken over by the High Authority for Transparency in Public Life (HATVP). It was reported that his declaration of interests was incomplete and that there was the possibility of “hiding the abuse of good company” because he pooled his salary with that of the president of the think tank Parallax.

Faced with a series of press revelations about the parallel activities of Jean-Paul Delevoye, the latter resigned amid a social conflict over his pension reform and was replaced in office by LREM MP Laurent Pietraswewski. The investigation, which was entrusted to the Central Office for the Repression of Corruption and Fiscal Crimes (OCLCIFF), refers to the suspicion of criminal acts of “abuse of trust”, “improper use of public assets” and the perpetrators of these criminal acts, according to the State Attorney’s Office.

This winter, the high authority considered that breaches of Jean-Paul Delevoye’s statements would be liable to constitute a criminal offence, “because of their number, the nature of certain omitted interests and the risk of conflict of interest with their public duties.”
Appointed High Commissioner in 2017, Jean-Paul Delevoye had legally bundled his remuneration as a senior official with that of Parallax’s honorary chairman since 2008, but failed in his duty to report to HATVP, he said. His entry into the Government in September 2019, however, made that combination illegal, since the Constitution prohibits “any professional activity” by members of the Government.

“I held back when I was made a high commissioner, that is, a high official, and then when I became a member of the government, which I found out was not allowed,” Jean-Paul Delevoye explained, admitting the “mistake.” Faced with the controversy, he promised to return the amounts received in these three months, that is, just over 16,000 euros.

In his declaration of interests and activities, presented in mid-November after his entry into government, the former high commissioner, however, only indicated his overlapping roles with the chairmanship of the think tank Parallax and two associations, as well as his previous position as director of the IGS training group. The disclosure of the other mandates in the press forced the HATVP to undertake a personalized return with eight additional functions, including the presidency ceded by the Economic and Social Council (Cesc) or the function of director of the SNCF Foundation.
