Climate ‘convention’, can it really move the boundaries? Presented to the public on Sunday, the list of his proposals, which includes fifty goals divided into five main themes (travel, housing, consumption, production/work, nutrition), includes several key measures, which in recent days have been widely commented on.

Emmanuel Macron also indicated that he would consider a multi-question referendum on some of their proposals. The “convention” for the climate, for example, called for the introduction of the fight against global warming in the Constitution and the creation of the criminal offense of “ecocide” by referendum, referring the executive power to “its responsibility” for the implementation of other measures adopted after nine months of work. Since then, the government has been dampening the enthusiasm of 150 randomly selected citizens a little more every day.

No referendum before “consultation in Parliament”

On Thursday, Emmanuel Macron hailed the convention’s “extraordinary” work. But the head of state also stressed the importance of “consultation with parliament”, before a possible referendum, charting a slightly more complicated path than holding a referendum, which appeared open.

The Minister of Justice, however, assured that she is ready, together with the Minister of Ecological Transition, Elizabeth Terminal, “to think about the crime of more general pollution of water, soil, and air, which could find a place in our criminal law on the environment.”

110 km/h, a measure that divides the majority

Another key measure proposed by the Convention of Citizens, the establishment of a 110 km/h limit on French highways. A proposal that, according to him, should reduce CO2 emissions, especially in the automotive sector. And if the Secretary of State for Transport did not rule out the possibility of a referendum on the issue, the matter is no less significant: the failure to change roads from 90 to 80 km/h, which partially triggered the movement of “yellow vests”, left a bitter memory in the ranks of the executive power. “The government is well aware of the sensitivity of the topic. We have not forgotten about 80 km/h,” reminded Elizabeth Terminal last week.

Christophe Blanchet, a member of LREM Calvados, showed his opposition to the measure: “there is one thing we must not anger the French about, it is their car, and history shows that we should never touch it”. The topic goes even further in a recent poll by Odoxa-Dentsu Consulting for Franceinfo and Figaro, which estimates that three quarters of the French (74%) are against a speed reduction of 110 km/h.

On Monday, Emmanuel Macron will receive 150 members of the ‘Convention’ on climate at the Elysée “to provide a first response to their proposals”. With, no doubt, a lot of nuances.
