Édouard Philippe notably announced Thursday the end of the travel ban to more than 100 km from his home, from 2 June.

The holidays are out. The new relaxed rules presented by the Prime minister Edouard Philippe Thursday, allow to anticipate the nature of the summer leave, in the context of the crisis of the coronavirus, rules that do not prevent from “breathing after the test,” according to the words of the head of the government. Travel, leisure, accessible sites, foreign travel… The Express train made the point about the terms of the déconfinement for the summer.

End of the limitation of 100 miles

Edouard Philippe has notably announced the end of the travel ban to more than 100 km from his home, from 2 June. “This has been very useful to limit the spread of the virus,” but “it is no longer justified”, stressed the head of the executive, calling, however, the French “responsibility” in particular, if possible, by delaying their movements.

This is true for the French territory. For a possible stay abroad, Paris is “favourable” to the re-opening of the internal borders of the EU from 15 June, according to Philippe, which promises reciprocity,” if some countries impose quatorzaines to the French. For the external borders, “the decision will be made collectively with all of the european countries, the horizon of the 15 June”, according to the Prime minister.

Flights to the overseas territories

Among other things, the Paris-Orly airport will be reopened on 26 June. A number of control measures “stringent displacement” towards the overseas are maintained with a “quatorzaine” on arrival, said the Prime minister, but more flights are being planned for the holiday “if the sanitary conditions allow”. “By then, we will experiment with a new form of quatorzaine in some territories, with a test that will be conducted at the end of seven days”, and will be able to drive if it is negative “to adapt to the constraints” of the quatorzaine.

Mayotte (1621 cases, 21 deaths on the date of Thursday) and Guyana (409 cases, 1 death), remain vigilance in the second phase of the déconfinement, as the Île-de-France, because “the virus circulates a little more than elsewhere”.

Campsites, leisure parks and holiday camps

The campsites and holiday camps will re-open in the departments “green” on 2 June, the Prime minister said, but not before June 22, in the Île-de-France, Mayotte and Guyana. Ditto for tourist accommodations, holiday villages and leisure parks.

“A dozen” of parks recreation will be affected by this prohibition, including the iconic Disneyland Paris or Parc Asterix, which will will re-open so not before June 22,, says Arnaud Bennet, president of Snelac, the federation of professional Recreational Areas, Attractions, and Cultural.

Only downside : the gauge of 5000 people raised on Thursday by the Prime minister Edouard Philippe. “We did not understand whether it was for ERP, establishment receiving the public, or by site, which is very different.” “That would be to misunderstand completely our business to fix a gauge that is the same for a park of 2, or 50 hectares,” he warned, waiting for the decree of application of the measure.

Beaches, museums and monuments

as of June 2, will be also reopened all over the territory to the beaches, lakes, water bodies, or the museums and the monuments. The discos, however, will remain closed “until June 21, at least”. In green zones, concert halls, and theatres will re-open on 2 June. Wearing a mask will be mandatory. The cinemas will reopen across the province on the 22nd of June.

All these measures will be re-evaluated “prior to June 22,” promised the Prime minister.

Cafes, bars and restaurants

Finally, the terraces will take place throughout the summer, in the special conditions. “Given the health crisis, the restaurants, bars and cafes will re-open in all departments from June 2, but they will open with temporary restrictions, and those that are in the orange areas, where particular vigilance is necessary,” announced the Prime minister. This opening will be “subject to compliance of the sanitary rules which have been validated with professionals,” he said.

Regarding the wearing of the mask, it will be “mandatory for all staff, in the dining room and kitchen, as well as for clients when they move, of course”, in the cafes, bars and restaurants.

In the Île-de-France, Mayotte and French Guiana, “only the terraces of the cafés, bars and restaurants, will open June 2,” a “restriction heavy consequences” but is “the right measure to prendre, at least for the three weeks that come,” in the light of what has been achieved in neighbouring countries, said the Prime minister.
