Gary Noesner, the FBI crisis negotiator on the case, was one of the respondents and led his own Crisis Unit team until the early 1990s.

In fact, he was so involved in the case that he eventually became head of the Crisis Negotiation Unit, Critical Incident Response Group, the first to hold that position in FBI history.

Gary Noesner’s career

Gary Noesner loves saving lives and serving the nation. But his passion came from an unexpected source during his childhood in Florida. During an episode of The Mickey Mouse Club which takes place at FBI headquarters in Washington, DC, Gary said, “In the ’20s and German spies in the ’40s I was exhausted.”

So Gary joined the FBI in 1972 as a new agent. However, it wasn’t until 1980 that he began to immerse himself in the world of negotiations, learning about the negotiation process, some famous hostage cases, and the complex psychological aspects behind them.

1980 was also the year that he attended his first negotiation course and fell in love with the whole concept of crisis management.

He then joined the Counter Terrorism Squad, where he hunted down spies and dealt with international incidents involving US citizens. In 1985, it was Gary who interrogated the four hijackers of TWA Flight 847 and the terrorist takeover of the Achille Lauro cruise ship in the Mediterranean Sea and got Mulqi to admit that he was the leader of the plot. “This was an important moment for me when I started to think about the difference between questioning and interviewing,” he recalled.

For Gary, the job of a negotiator is about understanding and empathy. And after the Waco siege, many of the negotiators, including Gary, suffered from feelings of sadness and trouble sleeping. “The thing that snapped me out of my madness was more work,” Gary said.

In 2003, Gary returned from the FBI and joined Control Risks, LLC as a Senior Vice President. There, he provided training and operational support to Control Risks clients around the world in crisis management and hijacking incidents around the world for 5 long years while writing the book.
