During a call for duty on February 9, 2016, Officer Patrick Ojong discarded evidence in violation of numerous department policies. Following an internal investigation, Ojong was charged with twenty-four violations of Department policies and elected to proceed before the Administrative Board for a hearing pursuant to Maryland Code Annotated, Public Safety § 3-107. The committee met on January 30, 2017 to hear testimony and evidence regarding the allegations against Ojong.
Before the hearing, the parties signed a plea agreement. Pursuant to the agreement and mutually agreed upon statement of facts, Ojong pleaded guilty to thirteen charges and the Ministry dismissed the remaining charges. After considering the evidence, the Board recommended that Ojong be fined $250, fired, and suspended for thirty hours without pay.
The board submitted its report to the boss on February 21, 2017. The boss then sent Patrick a letter informing him that his employment would end on March 3, 2017. Ojong filed a timely petition seeking judicial review in the Court of Prince George’s County Circuit. .
It was also the subject of two other internal investigations which resulted in the Ministry being accused of violating the Ministry’s General Orders.
On September 7, 2014, Patrick drove two civilians home in his assigned patrol car within eight hours of consuming alcohol in a pub. The department charged Ojong with misconduct as a police officer pursuant to City of Hyattsville Police Department General Order 202, General Rules of Conduct, Section 01 Misconduct (“General Misconduct”) and misuse of his patrol vehicle pursuant to City of Hyattsville General Ordinance #653, Vehicle Repatriation Program, Sections 06c and 11A.
On September 28, 2014, Patrick engaged in a verbal altercation with a pedestrian while in Washington, D.C., which ultimately culminated in Ojong brandishing his department-issued firearm without justification. He was charged with misconduct by a police officer under general misconduct.
