the effects of the crisis that fully affect the labor market. According to the final assessment of the National Institute for Statistics and Economic Studies (Insee), in the first quarter of 2020, 497,400 jobs were lost in the private sector. This represents a reduction of 2.5% caused by a 40% collapse of activity under the influence of confinement.

About a year ago, the decline was 1.6% (-317,200 jobs). At the end of March, employment again reached “its lowest level since the fourth quarter of 2017,” the Bureau of Statistics said. This estimate is worse than the provisional one, released on May 7, which reported 453,800 jobs in the quarter.

If we add to this the decline of the public service, which lost 4,900 jobs (or -0.1%), payroll employment decreased by a total of 502,400 in the quarter. This decrease is a consequence of the historical loss of temporary employment (-40.4% or -318,100 temporary workers, after -2,900 in the previous quarter). In comparison, during the economic crisis of 2008-2009, temporary employment fell by 13.9% in the fourth quarter of 2008 and by 13% in the first quarter of 2009.

The decline applies to all sectors, but it is stronger in construction (-60.5%) and industry (-40.7%) than in the tertiary sector (-31%). Outside of acting, trade services will still shrink strongly: -1.3% or -150,300 jobs. “The decline in the first quarter reverses the increases of the previous three quarters, and employment in the non-industry service market is practically at the level of the previous year,” Insee said.

Employment is growing strongly in accommodation and hospitality services (-4.4% or -50,600 jobs) and “household services” (-2.8% or -37,400). Its decline was less pronounced in traffic (-0.9% or -12,200) and trade (0.7% or -22,400 jobs). In mainly non-market services, wage employment decreased by 0.2%, 15,500 job cuts.

Employment in industry decreased by 0.4 percent (-11,300 jobs). This is the first decline since the first quarter of 2017. The industry is losing more than 8,000 jobs compared to a year earlier (or -0.3%). In construction, employment decreased by 0.4% (-5,600 jobs). Employment in this sector has not decreased since the end of 2016. However, due to the dynamism of the previous quarters, employment in construction remains above 24,500 at last year’s level (or +1.8 percent). At the end of March, France had 25 million employees, of which 19.25 million were in the private sector.
