Motor Vehicle Inspector Om Prakash Aggarwal, stationed in Bhopal, is an ardent admirer of Bollywood actor Vijay Kumar. However, Vijay’s next film faces a delay as he has to go to the US with his wife Naina for treatment. The film is already over budget and the remaining climactic scene has yet to be shot on leased land belonging to the Indian Navy.
The film crew discovers that Vijay’s driver’s license, required to get a permit, is missing. The producer is furious and wants to finish shooting as soon as possible. Despite being able to issue a duplicate permit, Vijay is unable to do so due to a clerical error during the switch between RTO buildings. To speed up the process, Vijay’s in-law friend asks Om to illegally issue the license without Vijay taking the driving test.
In return, Om demands that Vijay meet him personally at the RTO and serve as evidence in the investigation case. Vijay Kumar, a popular movie actor, needs to surrender his driver’s license to get permission to shoot the climax of his upcoming movie on land leased by the Indian Navy. However, his license expired, causing delays in the film’s production. To speed up the process, Vijay’s in-law friend asks Om Prakash Aggarwal, a motor vehicle inspector, to issue the license illegally.
