The 52-year-old “neighbor from hell” was sentenced to three months in prison after admitting to setting the fire.
Smith, from Hull, terrified her neighbors in the early hours of the morning when she emerged from her property with a lighter in hand.
Witnesses suspected that she had just had an argument with a neighbor when she went outside “to make trouble”.
A mum with young children, who did not want to be named, said she was woken up by “banging and shouting” on July 1.
Although she had heard this before, she called the police and decided to stay awake until the officers arrived.
She said: “I’m glad I stayed awake because shortly afterwards Tracey came out and started pulling wires out of the electrical box at the side of the property, which is next to the gas box.
“I was suspicious so I started filming and she came back with a lighter and started trying to light the wires.
“I yelled at her to stop and she said something about the man upstairs who ‘doesn’t shut up’.
– I told her that I don’t care, don’t do it, but she continued.
The mother called the police again, but she fled the house with the children because she was afraid that the situation would become dangerous.
My children were petrified, she continued.
“The police came 20 minutes later and we were lucky that the wind put out the fire, but the box was still damaged.
“If it had been successful, the gas box next to it could have ignited and we could all have been blown up.
“I was pleased that she was kept in custody and I passed the video to the police, but I am disappointed that she only got three months.
“She’s the neighbor from hell and the neighborhood doesn’t feel safe with her around.”
Smith was arrested on July 1, immediately after the incident, and appeared at Hull Magistrates’ Court on July 3.
She was originally charged with arson, being reckless in endangering life, but that was later changed to arson.
Smith admitted the charges and was jailed for three months at Hull Crown Court on September 25.
