This new procedure, which applies to all drugs but primarily seeks cannabis users, is to be extended to Lille and Marseille in mid-July before gradually covering all of metropolitan France. The fine, if determined within fifteen days, is reduced to 150 euros. After 45 days, the violator will pay an additional fee of 450 euros.
“React faster and tougher”
Emmanuel Macron’s Promise campaign, the fixed penalty – which will only apply to adults – was adopted by parliament in November 2018 and is an addition to the existing legislative arsenal.

Presented as one of the tools of the drugs plan launched by Interior Minister Christophe Castaner in September 2019, it aims to specifically end the “fact decriminalization” of cannabis and bring “a faster, stronger and more systematic criminal law response”.
