Given the lack of agreement with the unions in the face of the inevitable reorganization, the Government decided this Thursday to extend “Ségur zdravlje”, so now a package of seven billion euros for the salaries of caregivers is on the table.

The last line towards the chaotic iron hand that hardened: after 24 hours of marathon negotiations, the Ministry of Health decided to postpone the final meeting of “Ségur”, initially scheduled for this Friday, for a few days.

The goal is to “continue the conversation,” a ministry spokesman told AFP, adding that this “easy report” – decided in light of a probable government reshuffle – did not question the executive’s initial schedule.

“We want to honor the commitment made” by launching Health Insurance, with the announcement of a package of measures for the hospital and caregivers “before mid-July,” said the spokesman.

In total, between 15 and 20 billion euros were made available

Emmanuel Macron, who has promised a “big plan” during the coronavirus outbreak, clarified the scale of the plan on Thursday night in an interview with the regional daily press: “We will highlight a total of between 15 and 20 billion euros.” That they invest “in buildings, equipment and the digital economy”, but also increase “certainly several hundred euros in fees”, he added.

Discussions on this issue, which have been taking place since May 25 under the auspices of the former head of the CFDT, Nicole Notat, have accelerated in recent hours, with the announcement of new salary envelopes for hospital staff.

In a meeting held with the public hospital services unions, Minister Olivier Veran proposed an extension of 400 million euros for the salaries of paramedical personnel (nurses, caregivers) and non-medical personnel. This sum, added to the 6,000 million euros previously announced by the Government at the “Ségur” meeting held on June 24, amounts to 6,400 million euros for these categories of employees.

The second envelope of 100 million euros was offered to the doctors of the hospital, which is the subject of discussion. Of which 600 million were promised for doctors, interns and medical students.

“Not worth it” for unions

Olivier Véran described on Thursday the “significant” financial efforts made by the government. “That is 40 times more than the revaluation of the annual salary in the hospital made by the previous government,” he emphasized. “Of course we come from very far away”, admitted the Minister of Health. But “that’s why this effort is colossal: it’s the biggest effort ever made by the health sector,” he continued.

Enthusiasm for unions to ensure they don’t split. “The various government proposals are mostly unacceptable and do not meet the legitimate expectations of officials and employees,” the CGT said.

“Despite the announcement of an additional endowment of 400 million euros, a claim of 300 euros for everything is clearly unfeasible in the state,” said the FO for his part.

The general secretary of the CFDT, Laurent Berger, also advocated a greater importance of the endowment: “If we want a real policy of wage increases to compensate for the delay accumulated over the years, it should be 8,000 million”. Enough to, according to him, enable a salary increase of 200 to 250 euros for all employees. “They heard this as a promise,” Berger said.

“Key Effort”

Is the government, which at this stage planned to distribute its budget between salary increases, increases for certain occupations and incentive measures, willing to make an additional effort?

If you want to reach an agreement with the hospital, “an effort is necessary”, underlines the source of the association, for which “there is room for manoeuvre” to expand the budget, but faces “hostility from the President of the Government” . .

At the moment, “none of the workers’ organizations” present at the negotiations is willing to “sign” the ministry’s proposals, this source assures. But the situation could change if the “basic” revaluation “to 250 euros net” is recognized, he adds.
